The tactic is always divide and rule a country. Find an opposition, fund them, exploit them, train them and make them feel important. Then use control of the media to tell the World that this group, however small, are the countries true Government. Fund them, sanction the existing Government and then, if all else fails, go to war and lie that you do it for the sake of Democracy.
